Re-Printing a Classic (Time to pull the locoweed)

[In honor of the Tom Bihl's recall committee and their successful efforts to put the Mayor's removal on the December ballot, we are reprinting a favorite story from March 30 of this year. Enjoy.]

As Mayor Murray's failures become more embarrassing and her temper tantrums become more numerous, there are questions that are heard more and more among people who are closely connected with the city and even the public in general:
Why doesn't someone just remove her? Can't City Council or the City Solicitor or one of the judges take her out for misfeasance, malfeasance, or nonfeasance? How long do we have to put up with this crazy woman? Why do we have to wait and go through the expense of a recall?
These are all excellent questions. But the answer is not that easy.

So we would like to share a fable that may help to illustrate our City's sad plight.

Once upon a time, a town planted a garden. As the garden grew the townsfolk decided to hire a gardener. The new gardener was stranger in town, but he grew to love the garden. Then, after a few years, some of the townspeople planted a strange new seedling.

The gardener didn’t like the look of the scrawny little sprout. Soon it was covered with sharp thorns and sour little berries. He wanted to pluck the weed, before it grew out of control, but he knew if he pulled it too soon the stem would break off and its roots would continue to spread through the garden. Then he might never get it out.

Some townspeople began to complain about the thorny little plant. Even the gardener’s wife said, “Husband. We can’t have such a hideous plant in our garden. You are the gardener. You should pull it out now.” Most people said it was poison ivy or a Appalachian fly-trap.


Some even said it was a deadly bluegrass stinkweed.

Still others said it was a beautiful Kentucky wildflower, which would brighten the whole field if allowed to blossom…but most of these people lived in caves and knew nothing about gardening.

But the gardener knew it was a “Lexington locoweed.” Its fruits would be rotten and the terrible smell of its flowers would soon reach even the A-Plant twenty miles away. Folks from all over were already making fun of the garden on the internet. The gardener wanted to remove the weed, but should he?

He went to ask the judge of the garden what he should do. And here is the judge said: “You are right, gardener. It is a locoweed. And it will cause a lot of problems for the garden, as it has already. But you must remember that 44 people in the town planted that flower, and the rest of the town stood by and watched. If you pull it up before the whole town sees the damage the weed does, then they will think that you are against them."

"A wise gardener would wait and let the locoweed grow all though the spring and summer." the judge said. "When the people see how ugly it is, they will uproot it themselves in the fall. And they will never plant one like it again. Or maybe the locoweed will wilt in the heat of the summer, and your job will be done for you.”

Perhaps the judge was right, the gardener thought. He even told himself, it will serve the townsfolk right…to have to remove the weed they planted.

But he knew that the damage done by the Lexington locoweed would be devastating. The gardener loved the garden, and wanted to protect it. It was his job after all. The gardener knew that if he made the wrong choice…the town would never live “happily ever after.” Readers. What do you think the gardener should do?

We Hope It Wasn't Something WE said...

We were surprised and saddened to wake up this morning and read this headline in the Portsmouth Times:

The Police Chief actually closed down the Police Department. You don't see something like that everyday. Oh, well. I guess you get used to stuff like that when you live in KrAZee-T*wN, USA.

Last week, in honor of Jane Murray's brilliant "Traffic Calming Plan" for Portsmouth, we shared a classic, little Dean Martin song with our readers called  "That's A Moron."

The third paragraph was devoted to the mold problem in the Police Department. After so many months of indecision and delay, and the story being covered in the Portsmouth Times, WSAZ, and the Columbus Dispatch, was it our little ditty that finally caused the police to move out???

The cops do as they’re told
and keep breathing mold
in the basement.


Jane keeps them in the pit
and keeps feeding them sh--,
Just like mushrooms.


 She says they’re corrupt,
but she just made it up.
She's a moron.

Right idea, wrong building, CAVE People!

The Portsmouth Times story leaves a lot of unanswered questions:
  • The Police Chief says: "The documentation indicates this is a life/safety issue, as well as a serious hazard." and that the mayor supports him.
  • But the City Health Commissioner says that, according to the EPA, NIOSH, and the Centers for Disease Control in Atlanta, "there isn't enough evidence to confirm that mold is a health hazard."
  • The Police Chief says he was "ordered" by Kevin Moran, of "Asabrook, a company that is contracted by the City to be the building official" for the city, to evacuate the City Building by November 11 because of mold, which the Health Commissioner has is not a health hazard.
  • How does the Fire Chief feel about the Police Department moving into the Central Fire Station?
  • How about the rest of the City Building? Are they in danger as well?
  • Who is in charge at City Hall anyway?
  • Answer: Mayor Jane Murray.
  • In other words nobody is in charge and City Department Heads are left to fend for themselves without competent leadership. Welcome to CRAZY-TOWN.
All we can say at this point is we feel sorry for the innocent victim of all this inaction.

"Woof. Woof. What about me?"
Finally, we believe we may have the solutions for the City's dilemma. If Mayor Murray will just read the following book then all of her problems will be solved.

Jane Murray: That's a Moron


In most places they call it GRIDLOCK.
But in CrAZy-ToWn, USA, Jane Murray calls it:


As the Portsmouth Times reported on Friday ("Mayor Unveils Phase 1 of Traffic Measures"), Crazy Jane plans to put up all manner of new street signs in the hilltop area that just happens to surround her house!.

The plan includes "new three- and four-way stops"..."Residential Permit Parking Only areas"...and signs inidicating "No Through Traffic, No Truck Traffic, Hospital Zone, No Loitering, etc." Like a typical, control freak bureaucrat, Murray wants to control the entire City of Portsmouth...beginnning with her own neighborhood. (Just remember. They're her streets. She only LETS you drive on them!)


Once upon a time, there was an entity in Portsmouth, called The Portsmouth Traffic Committee. It was made up of people knowledgeable about traffic laws. No previous mayor would have tried to make significant changes to traffic lights and signage, without consulting this group of retired police officers, and informed individuals, appointed by City Council. The traffic committeee in turn had formal meetings that were advertised and open to the public. No other mayor could have gotten away with putting plastic bags over traffic lights or arbitrarily putting up "No Turn On Red" signs all over town based only on his own whims. Every other mayor had to go through the traffic committee.

But in Jane Murray's CrAzY-ToWN, the Traffic Committee is just another inconvenience. Just some more bothersome gnats that she has to put up with. She pays no more attention to it than a bit of Annie's doggy-do stuck to her shoe.


A lot of people were concerned that the Mayor would be frightened by the impending recall vote and she would be on her best behavior. Maybe she would try to be quiet and hope everyone would forget about the travesties that she has brought down upon the heads of our citizens.

But we, at P-Town Underground, weren't worried. We've told you before that she really is off-her-rocker. We knew that she would nail her own coffin shut. But even we didn't think she would try to pull off something this stupid before the end of the year.


We have asked Dean Martin to sing one of his great, classic songs in honor of the Mayor's brilliant traffic control plan:

THAT'S A MORON:

When the mayor starts to cry, “Too many cars going by”,
That's a moron.

“All those Harleys and hogs, just might wake up my dog”

"Don’t you dare turn on red, new stop signs up ahead,"

Recall Committee Reports Success

As we told you last month, Jane Murray's out-of-town lawyers only got her a short reprieve from facing the voters of Portsmouth. (Click here.) Last time, Murray and her attorneys intimidated the Scioto County Board of Elections into cancelling out the will of the voters of Portsmouth and take the recall issue off the November ballot. The citizens will not have there rights violated again. The committee to recall Jane Murray, once again, went out and collected signatures and turned in the petitions on Friday.

That is the number of signatures that is needed to have the issue placed on the ballot. We have been informed that the committee had signatures well in excess of that number, and this week the city clerk will begin the process of verifying the signatures.

This time the recall committee has its own attorneys. This time they are fully aware of the desperate tricks and tactics that Murray's attorneys will try to use to keep the recall off the ballot once again. This time the committee carried voter registration change of address forms with them to make sure all signers were registered at the proper address. This time all dates and notary seals were checked to ensure the Murray's attorneys have no areas to question. This time the committee made sure that each name was properly signed, and none were printed. Murray's lawyers put all of their cards on the table last time, and their tactics will not work again.

City Council
Once again, the issue will go to City Council to authorize the recall to be on the ballot. Once again the vote will be 5-1, with the clueless sixth ward councilman, Rich Noel voting against the resolution, in obvious violation of his oath of office and the will of the citizens he is supposed to represent. If all goes as it should, the issue will be on a special election ballot in December, or possibly January. (We personally hope that the election takes place in December. It just would not be right for Murray to stay in that office for more than a year.)

That is the percentage of voters needed to removed Murray from office. (Actually a "majority" of the voters is needed, which is 50%+1.)

Last month we told you about another recall election elsewhere in Ohio in which the incumbent mayor was removed by the citizens in a special election by a vote of 67% to 33%. Normally anything over 60-40 is considered a landslide election result. However we predict that the final vote when Murray is recalled will be more than 85% for the recall and less than 15% against.

Here is a short list of people who will support the recall.

Petition Signers
Over 1400 individuals signed the petition for recall of the mayor. (Many of them signed twice, thanks to Murray's appeal to the Board of Elections.) Considering the fact that only 4600 people voted in the last general election, this is a large number. Those who circulated the petitions can tell you that the people who signed it were very motivated and are looking forward to the day when they can vote "that crazy woman!" out of office.

City employees and their families and friends
Those of you who know city workers know very well, it is hard to find one who admits to supporting Jane Murray. She has alienated every major union and those who work in the city building know that the city government has been in utter turmoil since Murray was sworn in. She has no concept of budgeting and continually authorizes purchases without proper purchase orders in violation of state guidelines. And city employees haven't forgotten that Murray used their disgraced, former union president, Roy Payton (a convicted thief and drug abuser), as her "advisor on union issues" when she came into office.

City employees are prohibited by the charter from assisting with the recall but relatives and friends of city employees were some of the most active in circulating the petitions. These relatives and friends know what their loved ones are suffering through with Crazy Jane in charge.

Many city employees were brave enough to sign the recall petitions. Many others would have liked to sign but were afraid of retaliation by the mayor. Murray had her spies at the petition signing events at Tracy Park, talking pictures of everyone who attended. But spies can't help her on election day. Unlike the petitions which she has full access to, she will have no way of knowing how city workers vote on election day.

Friends and Families of Employees fired in January 2010
When Jane Murray fired several qualified and respected city employees on her first day in office, she showed the citizens of Portsmouth her true colors. She seemed to think that she was godlike and that her victims would just simply disappear into the woodwork. The men and women she fired without cause were lifelong members of the Portsmouth community, unlike Jane herself. These fired employees have not gone away, and each of them still have many friends that work for the city.

Each of them has family members in Portsmouth. Their families and friends (fellow church members, lodge members, etc.) are just patiently waiting for their chance to go to the poles on election day. They will not forget what the things this woman did to and said about their friends.

Groups who have had negative dealings with the mayor
This is actually a long and growing list. The Portsmouth Motorcycle Club provided many of the signatures on the recall petitions, due to her actions targeted at them and their charitable efforts. A local anti-drug abuse group had run-ins with the mayor, despite her promises during the campaign that she would "outlaw" Oxycontin in Portsmouth. People associated with the A-Plant, SOMC, the Ohio Valley Regional Development Commission, the Southern Ohio Growth Partnership, and many other organizations are highly motivated to vote her out as well.

Who does the Mayor have on her side?
Supporting Jane Murray is a rag-tag collection of assorted nuts: brain-damaged disgraced ex-preachers and professors, dope-heads, arsonists, gatheists, ex-convicts, perverts and cranks. Many of this group have been the ones who have been fighting progress in Portsmouth for decades. These losers will not save her.

Even the Mayor knows that. That is why she has fought so hard against allowing the people the right, guarantee in the City Charter, to vote on whether to keep her in office or remove her.


Rest assured, citizens. Judgement day is coming. You voice will be heard. Murray will be out.

Does Jane Murray Have A Psychological Disorder?

"I seriously believe Mayor Murray has narcissistic personality disorder...she fits the profile-check it out on wikipedia!" Name withheld
Everyone knows that our Mayor has serious mental issues. They don't call her "Hurricane Jane" or "Insane Jane" or "Crazy Jane" for nothing. Ask anyone who works in the City building (except for her office staff, who know it but would never admit it), and they'll tell you..."That woman is crazy!"

Review the facts about "narcissistic personality disorder," also known as "NPD," and see what you think. It seems to fit "MADAM" Mayor to a tee.

"Narcissistic Personality Disorder is a condition in which there is an inflated sense of self-importance and an extreme preoccupation with one's self."

The Mayor herself gave another perfect example of this at a city council meeting on Sep. 13.  Jane Murray made the following statement, word for word, when the subject of the computer that Chief Horner needs in the Police Department came up for discussion:

"We have a lot of contingency planning to do that has not been done.  And I know the safety issues, believe me.  You may not think I know this, but I've worked with people who developed the Internet.  Those are the level of experts that I've worked with.  Now and I'm not talking about Al Gore, I'm talking about people with NASA who worked on this program.  So, when I say we have to do it right, I understand."
That's right. Our Mayor knows more about the Law Enforcement Automated Data System (LEADS)computer for the Police Department than Chief Horner...because SHE "worked with the people who developed the Internet" !!!......at NASA!!! And the level of experts that SHE worked with...why, they were even higher than "Al Gore"!!!

The symptoms of Narcissistic Personality Disorder can be found on several websites, including those of the Mayo Clinic, the American Psychiatric Association, and the World Health Organization.
Jane Murray's statement that she "knows" about computers because she has supposedly worked with experts from NASA "who developed the internet"  illustrates the first listed symptom of NPD perfectly: Jane Murray "has a grandiose sense of self-importance (e.g., exaggerates achievements and talents, expects to be recognized as superior without commensurate achievements)."

This is World Health Organization's description of Narcissistic Personality Disorder.


The essential feature of Narcissistic Personality Disorder is a pervasive pattern of grandiosity (either in fantasy or actual behavior), need for admiration, and lack of empathy that begins by early adulthood and is present in a variety of situations and environments.

In order for a person to be diagnosed with Narcissistic Personality Disorder (NPD) they must meet five or more of the following symptoms:


  • Has a grandiose sense of self-importance (e.g., exaggerates achievements and talents, expects to be recognized as superior without commensurate achievements)
  • Is preoccupied with fantasies of unlimited success, power, brilliance, beauty, or ideal love
  • Believes that he or she is "special" and unique and can only be understood by, or should associate with, other special or high-status people (or institutions).
  • Rarely acknowledges mistakes and/or imperfections
  • Requires excessive admiration
  • Has a sense of entitlement, i.e., unreasonable expectations of especially favorable treatment or automatic compliance with his or her expectations
  • Is interpersonally exploitative, i.e., takes advantage of others to achieve his or her own ends
  • Lacks empathy: is unwilling or unable to recognize or identify with the feelings and needs of others.
  • Is often envious of others or believes that others are envious of him or her
  • Shows arrogant, haughty behaviors or attitude.

We believe the Mayor meets most or all of the World Health Organization's list of symptoms. What do you think?


  • Her messiah complex: "It's why I was elected. A lot of people said it. Finally after 30 years someone is willing to stand up to the good old boys network that controlled the city and ran it into the ground." (Portsmouth Daily Times, 8/19/10) Murray believes that Portsmouth has been waiting on HER for 30 years.
     
  • Her "no" vote on A-plant funding: "We don’t do a roll call, but I know as far as the board members that were there, there was one ‘nay’, and I know who the ‘nay’ was,” OVRDC Executive Director John Hemmings told the Portsmouth Daily Times. “It was the Mayor of Portsmouth.” Who else but a narcissist on a power trip would walk into her first OVRDC meeting and bring an anti-nuclear activist along to vote against an issue that would bring a large number of jobs to our area, based on her goofy idea for a "native american culture park"?   • Demands to be referred to as "Madam Mayor Murray". In a release from Wes Elson, staff representative for the state FOP, the union officer said, “From accounts of those present, the Mayor became upset during the meeting, making the comment she would shut city government down and at one point directed the Police Administration to discipline an officer she perceived as being disrespectful when he referred to her as ma’am rather than Madam Mayor.” (Portsmouth Daily Times, 3/15/10.) She believes that she is better than everyone else--even police representatives. (Click here for more info.)

  • The Mayor's bathroom speaks for itself. (Click here for more info.)


  • It's OK for Murray to bring her dog to work every day but not for other City employees because she  is allowed to. (Click here for more info.)

  • Used two underlings to terminate 5 employees because she thought it was beneath her to do the firing herself. (Click here for more info.)
  • Demanded a raise in pay at her first city council meeting. (Click here for more info.)

We could go on and on, but why? The way she has behaved in the first nine months of her term is evidence enough. She may be on her best behavior lately, but if she somehow survives the recall effort against her, the crazy-train will be back to full steam ahead!

Mayor Recall Successful! (in another Ohio town)

Former West Jefferson Mayor Tom Phillips accuses the current mayor of misspending funds, hiring a relative and other alleged misdeeds.
West Jefferson, Ohio, recalls its Mayor
West Jefferson, Ohio, had a lot of problems with their new Mayor. Citizens of West Jefferson circulated a recall petition which.. "among other things, accused [the Mayor] of misusing funds, usurping the council's authority and creating a hostile work environment." A recall committee was formed and the recall of the mayor was put on a special election ballot, (which cost the village about $10,000). On Tuesday, the mayor of West Jefferson was removed with 67% of the votes going against her, oops, we mean "him." (Click here to read the whole story.)

Since Frank Lewis and the Portsmouth Daily Times have such a hard time keeping up with all of the craziness in our town, we thought we would give them a hand. We took the article in the Columbus Dispatch, made a few changes, and voila, the Times will have a ready-made story to cover the recall of Jane Murray (probably in December). cRa-Zy - +oWn just keeps getting crazier...

Our poor city has seen a lot of craziness since January. What we can present here at P-Town Underground really just scratches the surface of the madness at city hall. The three of us on this blog would have had to work full time to really do justice to the goings-on downtown.

The lead story in the latest Portsmouth Daily Times is just one example. ("Spat Over Server Continues.") If you haven't had a chance to read it, please take a moment to do so.  (Click here.)

Since June of this year, the Chief of Police has practically been begging the Mayor to sign a purchase order to install a badly needed upgrade of the department's computer system. The oddest thing about her refusal to sign the paper work is that there will be no cost to the people of Portsmouth. Most of the cost will be paid by a $66,000 grant that has already been approved for the city. The rest of the costs will be paid for with funds generated by money and property seized in drug arrests, which the courts set aside for police departments to use for law enforcement purposes.

Why is Mayor Murray literally endangering police officers and the public in general, in a seemingly silly "peeing contest" with the police chief and City Council?

1. The Mayor is a control freak. She is trying to use the computer issue to force Chief Horner to give her control of the "Furtherance of Justice" funds (the confiscated drug money) which by law can only be used for certain expenses and the Police Chief is responsible for the funds.

2. Mayor Murray does not like Chief Horner. Ever since she took office in January, Mayor Murray has doing everything in her power to sabotage the Police Chief (and to a lesser degree the Fire Chief).

For many months she was actively trying working to "recruit" officers in the police department to undermine Chief Horner. Murray contacted several officers at their homes, fishing to get negative information about the Chief and to gain support in order to remove him from his position. At least one of the officers took extensive notes of his conversation with her and prepared a full, written report which he submitted to Horner. It included suggestions by the Mayor that she would make it worth his while to support her in removing Horner.

Up to that point Horner had been as supportive of the mayor as possible despite disagreeing with her on many points. Since her attempts to recruit "snitches" within the police department have failed so badly, Murray has become increasingly frustrated. Clashes between Murray and Horner become more visible, and her unfounded accusations of corruption have made headlines. She apparently believes that there are police officers who could substantiate her charges, but since none have come forward she is now looking for ways to punish them.
3. Murray wants to eliminate the Police and Fire Chief positions and replace them both with a "Commissioner of Public Safety," similar to the structure of Lexington, Kentucky's city/county government.  Lexington's administration is organized under seven "Commissioners," all of whom report directly to the mayor. The Commissioner of Public Safety incorporates police, fire and emergency services. (For more information about Lexington's "commissioner-based" administrative structure, click here.)


Back in January, when Mayor Murray fired the Water Works Director, Sewage Director and Service Director, she told city council that her plan to combine the water, sewer, service, and engineering departments all under one person, Jeff Peck, would save the City over $325,000 per year. What was the title that Murray wanted City Council to give Mr. Peck? "Commissioner of Engineering and Public Service"...just like Lexington.


Murray would like to get rid of the Police Chief and Fire Chief, as well, and replace them with a person of her own choosing...probably another crony from Kentucky.

4. The Mayor's grudge against the Police Dept. continues to grow.

* Mayor Murray's Capital Improvement Plan submitted to City Council included NO funds for the Police and Fire Departments.  Murray's omission of these departments seemed to be her way of retaliating against the police and fire unions, and the chiefs for not supporting her operating budget. With no other way to get funds to pay for multi-year leases for fire trucks that the city had already committed to, the Police and Fire Chiefs were forced to go directly to City Council.

* Back in February Mayor Murray tried to use the Police Chief to take over the City Traffic Committee, by not allowing anyone to speak except for her designated representatives. (See "Mayor Picks ‘Official Presenter’: Police Chief Ordered To Deny Any Other Presentations," PDT, 2/24/10)

* In May, the Mayor and Jeff Peck concocted bar graphs supposedly showing an enormous increase in accidents resulting from the removal of traffic lights on Rt. 52 in the city. ("Traffic Records Show Increase in Accidents," PDT, 5/12/10). Chief Horner felt he was obligated to release accurate data, which actually showed a decrease in accidents, to the public to correct the misinformation/propaganda created by the mayor. Because of these and many other embarrassing fiascoes related to the Police Department, Murray has grown more and more angry with Horner and the police. She has literally told several individuals, "I hate Chuck Horner" and that she will fire him if it's the last thing she does. So it's not surprising that she has refused to approve the new computer system.

In today's Portsmouth Times, she is quoted as saying:
“As I explained to you, the load of information and knowledge that I have had to learn in these months of all of these specifics that have gone forward, and I can tell you this — I will not accept any police department that intimidates people, and that has attempted to intimidate other employees, including me, I will not stand for it,” Murray said.
What citizens or employees have the Police Department intimidated? how did they intimidate Madam Mayor Murray herself? We suspect, just like her accusations of corruption, this is another charge that will never be substantiated.
